Are you running the command on the Xymon server? If so, it's unusual that you get a time-out trying to connect to localhost. If the Xymon daemon is running, you should get an instant connection. If it's not running, you should get an instant connection refused.
A time-out is more typical of a filtered connection, such as when a Xymon client cannot connect to a Xymon server because of a firewall in the middle. But to localhost? I'm a bit puzzled by this. Are you running a host-based packet filter, such as netfilter,
iptables, ipfw?</p>
