[Xymon] Recover messages

Instead of using the inbuild Xymon MAIL directive, you can call a script to
send the email. Or not.

Alternatively, you may need 2 entries in alerts.cfg

	HOST=FOO
		MAIL everybody at foo.com SERVICE=whatever REPEAT=1h TIME=*:0730:2100 RECOVERED
		MAIL everybody at foo.com SERVICE=whatever REPEAT=1h TIME=*:2100:0730
