[Xymon] Default IP restrictions

Hi,

the default configuration of Xymon only restricts --admin-senders to
127.0.0.1,$XYMONSERVERIP and allows running the "download" and "config"
commands.

I suggest changing this to a more restricted default configuration by
adding --www/maint/status-senders as well and maybe even setting
--no-download.
