[hobbit] Downtime Alerting #2

You can try to use the keyword COLOR in hobbit-alerts.cfg for that host 
to match for BLUE, but you may also need to change hobbitserver.cfg (I 
think) to tell it that BLUE can be an alert-able condition (normally it 
is not).
