On you server try:
% # netstat -an | grep 1984 | grep LISTEN
It should return:
tcp        0      0 0.0.0.0:1984               
0.0.0.0:*                   LISTEN
If not, your hobbitd is not started.

Next on your server try
% bb localhost hobbitdboard
You should get a list of hosts, tests, status, etc information.

Then on both your server and a client try:
% bb server hobbitboard

If you get something like:
2009-09-08 09:50:56 Could not connect to bbd (at) server:1984 - Connection
refused
2009-09-08 09:50:56 Whoops ! bb failed to send message - Connection failed

It is possible you are running a host firewall (e.g. iptables) and need
to allow connections through that.
