Dave,
  Is the log file being created for the script?  It would also help to
know what the script is doing and what type of log information it is
spitting out.  I have a simple example working with the following
script:

test.pl:
#!/usr/bin/perl

print "TEST\n";

and this entry in hobbitlaunch.cfg:

# TEST Case

[exttest]
        ENVFILE /opt/hobbit/server/etc/hobbitserver.cfg
        NEEDS hobbitd
        CMD $BBHOME/ext/test.pl
        LOGFILE $BBSERVERLOGS/ext_test.log
        INTERVAL 1m
