It looks like a connectivity problem. Timeouts are usually caused by
something n the path between the end points, invariably either a routing
problem or a firewall problem. Note that a firewall can be on either host
(eg iptables, ipfw, pf, etc).

Check that you can ping from client to server. If so, routing is ok. Then
check that you can telnet to the server on port 1984. If not, suspect a
firewall.
