I appended the xymon-apache.conf to the end of the apache2.conf file.
When I run a netstat -an | grep 1984 I get the following:
tcp 0 0 0.0.0.0:1984 0.0.0.0:* LISTEN
tcp 0 0 127.0.0.1:51250 127.0.0.1:1984 TIME_WAIT
tcp 0 0 127.0.0.1:51251 127.0.0.1:1984 TIME_WAIT

When I search for the bb.html file it's located in:
/var/lib/hobbit/www/bb.html
/var/lib/hobbit/www/bb2.html
