What version of SPLAT are you running? I am running the hobbit client on
R56 - R60 and R61.

I've only taken a short look at devmon - can it be configured to use a
non
standard SNMP port?  The SecurePlatform SNMP runs on port 260 rather
than
the standard 161/162.
