[hobbit] New enable/disable tool ready for testing

I have installed the new version (which) didn't work. 
But the old maint.pl is still there

The demo looks good. My concern is that we often disable all tests on up to
30 servers at a time to deploy code and reboot. Having to do each box
individually would be a real chore.
